Our client is looking for a Regional HSES Lead -Saudi, to join their team.

Under the supervision and direct reporting line to Operations Manager the Regional Health, Safety, Environment and Security (HSES) Lead is responsible for proving HSES strategic compliance support to regional office including the project sites in the development, implementation, and monitoring of company’s Integrated Management Systems (IMS) including the National Health, Safety, Environment and Security (HSES) regulatory compliance requirements.

The Regional HSES Lead will interface and work in close collaboration with Global Health, Safety, Environmental and Security (HSES) Lead in the development, implementation, and monitoring of company’s Integrated Management Systems (IMS) and regional HSES requirements. The role requires versatile and committed individual who is passionate and values the importance of compliance, safety leadership, and a visible safety culture.

The individual must be reliable and perform at a high standard of HSES excellence, efficiency and effectiveness in dealing with individuals of different cultures, faiths, situations and protecting company confidential information. The individual is required to actively interface with the corporate office and support the regional offices and site projects in the delivery of HSES excellence, monitor compliance and is required to travel either at the initial stage of the project and during the lifecycle of the project.

DUTIES AND RESPONSIBILITIES:

  • Lead and provide assistance in the development, execution and compliance monitoring of company’s global Integrated Management Systems (IMS including the National Health, Safety, Environment and Security (HSES)
  • Regulatory compliance requirements. Provide active support in the delivery and monitor the effectiveness of the corporate, regional and project site HSES Specific, Measurable, Achievable, Relevant and Time-bound (SMART) Key Performance Indicators (KPIs) including specific HSES reporting Leading and Lagging Indicators.
  • Drive continuous improvement initiatives and opportunities in HSES performance across the region and site projects. Provide expert HSES guidance and leadership to regional management team including project site teams, ensuring alignment with global, national standards and clients HSES requirements.
  • Ensure compliance with local, national, and international HSES laws and regulations in all regions of operation.
  • Monitor and anticipate changes in HSES legislation and standards, maintain up to date regional Regulatory Compliance Plans (RCPs) and / or registers to ensure they are current and effectively maintained throughout the lifecycle of the operations and projects.
  • Effectively support regional line management in dealings with regulatory authorities, and clients during regional and site project audits or inspections.
  • Development specific HSES Plans and ensure the plans are effectively implemented and monitored within the region and at the project sites.
  • Support line management in the development of the regional and project site specific Risks Registers.
  • Ensure regional and project risk assessments are developed and provide guidance to eliminate all hazards associated to their specific risks.
  • Develop and / or support the Permit to Work System (PTW) or follow clients PTW System and provide appropriate PTW training.
  • Develop and support the implementation of company’s Observation Report program and provide statistical data for performance measuring. Training and Development
  • Ensure all regional and project employees are trained on HSES best practices, policies, and procedures.
  • Develop and deliver HSES training programs that meet the company’s and client HSES training requirements.
  • Review HSES resources to ensure their competency, skills and training are proficient and meet the organisations and national minimum HSES training requirements.
  • Develop annual emergency response plans, procedures and schedule emergency response exercises, training and develop the emergency response exercise reports.
  • Monitor and train people on correct use of Personal Protective Equipment (PPE).
  • Support line management in the develop of Environmental, Social and Governance (ESG) sustainable programs, including waste reduction, energy conservation, and emissions management.
  • Actively support and promote sustainable practices within the regional, projects, suppliers, contractors and local communities. Reporting and Analysis:
  • Prepare and present HSES reports to line management, highlighting key performance metrics, statistics, trends and continuous improvement opportunities.
  • Analyse data related to health, safety, environmental and security performance to identify areas for improvement and guide decision-making opportunities.
  • Implement systems for tracking, reporting, and mitigating incidents, environmental impacts, and workplace hazards.
  • Lead and support incident investigations, root cause analysis, and corrective actions for HSES-related incidents.
  • Provide key support and actively lead and / or participate in the annual regional Integrated Management Systems (IMS) HSES audits and draft the respective HSES audit reports for line
  • Throughout the region collaborate with line management, cross-functional teams, projects, subcontractors and Global HSES lead.
  • Provide effective communications and collaborate with Client HSES representatives and Regulators.
  • Actively promote and provide safety leadership, mentorship, and support to regional office, projects sites, subcontractors and support clients with their safety leadership and safety
  • Support the Operations Manager in the strategic develop and management of regional HSE budget, ensuring effective allocation of competent HSES resources for programs, training, and technology.
  • As part of the organisation’s continuous improvement program, evaluate and procure tools and technologies to improve HSES performance.

EDUCATION, QUALIFICATIONS & EXPERIENCE:

  • Bachelor’s degree or equivalent in environmental science, Occupational Health and Safety Management, Engineering or a related field qualification.
  • Certified in HSE management i.e. NEBOSH International or General Certificates including any National HSE equivalent qualifications.
  • Company supports and encourages the individual to actively enrol and progress with an industry recognized Safety and Health organization or institute i.e. Institute of Occupational
  • Safety and Health (IOSH) etc.
  • Lead Auditors qualifications in ISO 9001 Quality, 14001 Environmental and Occupational Health & Safety 45001.
  • Minimum of 5 to 10 years of experience in health, safety, environmental and security management, with at least 5 years in a HSES leadership role with oil, gas and / or inspection service companies.
  • In-depth knowledge of global oil and gas HSES regulations, industry standards, procedures, and best practices with key experienced associated to Rope Access and Working at Height (WAH) procedures.
  • Proven experience in risk management, incident investigation (Tap Root, Topset), auditing and regulatory compliance assurance.
  • Strong leadership, communication, and interpersonal skills.
  • Ability to support and effectively communicated with cross-functional teams in a regional multicultural working environment.
  • Experience in developing and managing HSES programs and supporting Environmental, Social and Governance (ESG) sustainable initiatives.
  • Strong analytical and communication skills and experience in HSES statistical data gathering, bench marking and report writing.
  • Exceptional interpersonal skills and ability to manage conflict and effectively work in collaboration with other colleagues, subcontractors, clients and regulators.
  • Knowledge of Environmental, Social and Governance (ESG) sustainability and Corporate Social Responsibility (CSR).
  • Ability to travel internationally, regional offices and project sites including offshore locations. (Note: The Regional HSES Lead is required to have a valid Basic Offshore Safety Induction and Emergency Training (BOSIET) supported with an offshore medical certificate preferably from OEUK (Offshore Energies UK) or equivalent.
