Windfarm Commissioning Management Plan

A commissioning plan is a guide used by commissioning teams and project managers to establish the scope and responsibilities to be carried out in order to ensure and verify that an asset or project has been fabricated and installed according to design.

Often, a commissioning plan is made up of multiple documents.

CRE8 Energy have the skills and expertise to in generating these plans and procedures which can be applied to individual assets or as an overall windfarm commissioning scope.

Commissioning stages

A commissioning strategy can be broken up into several stages, in general during windfarm construction projects two stages is sufficient, these are in most cases stage 1 and stage 2 Commissioning and as such these stages will require and procedure or plan which detail the scope.

Stage 1 Commissioning normally refers to an individual asset and details the commissioning milestone for each component or asset, commonly referred to as ‘Cold Commissioning.’

Stage 2 Commissioning normally refers to the commissioning activities required to energize an asset, commonly referred to as ‘Hot Commissioning’, also included in this phase is the overall performance testing of the project ensuring compliance with TSO Grid code.

Resources Management Plan

Resources refer to Human Resources Aswell as Procurement Resources, effectively establishing ‘who we need and what equipment is required.

In order deliver a Project there is a need to prepare a resource plan which details the scope, duration, expected commencement and expected completion of each resource.

It is important to develop this plan to ensure it matches the time schedule for the project, these plans are commonly used as an input a OPEX forecast ensuring budget is effectively allocated.

Network Management Plan

Every windfarm which is connected to a transmission network requires a team of skilled and experienced network operators, commonly referred to as control Engineers and Senior Authorized Persons.

These personal manage and operate the network according to a network operation management plan, these plans ensure that all activity, switching and work is carried out ensuring safety from the system and in line with specific operational philosophies.
